Tougaloo College Report No. 2; 26 March 1964.

This is the first page of a Mississippi state sovereignty commission report about Tugaloo college. It is from Earl Johnston Junior, the director of the Mississippi State College sovereignty commission. The memo is set to Governor Paul B Johnson, lieutenant governor Carol Garten, and the chairman of the state judiciary committee EK Collins. It was sent March 10, 1964.<br /><br />

The memo reads as follows:<br /><br />
<br /><br />
One. The staff of the sovereignty commission has been engaged in extensive research complying with an order to assemble evidence which might be used as valid reasons for revoking the charter of two glue and or canceling it’s a credit Dacian by the Mississippi accrediting commission. This will be the first of a series of reports as information is developed and evaluated. The investigation is continuing.<br /><br />
<br /><br />
Two. Reference is made to Dr. AD Beittel<br /><br />
, President of Tugaloo college. And testimony before the general legislative investigating committee at 1962, Mr. JB Matthews of New York City, and outstanding authority and communism, testified under oath that there were two major propaganda groups operate in the south. He defined as “and infiltrated group” and a “communist front” the southern regional Council with main headquarters in Atlanta and the southern conference educational fund with headquarters in New Orleans. He lent these two directly with the southern conference for human welfare. Mr. Matthews identified Dr. AD Beittel as an active member of all three groups. He said Dr. Beittel and the other individuals identified with these groups were “a veteran supporters of communist causes and communist enterprises.“<br /><br />
<br /><br />
Three. We have in our files information that Dr. OR Paul has openly advocated to his class that speakers lecture on the campus in defense of communism. Dr. Powell, who is white, teachers sociology at Tugaloo. He has also conducted devotionals at the school. One of his topics as shown on a school program was “the heresy of the spirit.””<br /><br />
<br /><br />
For. There is ample evidence that to the loo has departed from its chartered responsibility of teaching liberal arts and related subjects. Classroom time as well as time after classes is being devoted to political discussions led by representatives of CORE, SNCC, and NAACP. This is a memo from Earl Johnston Junior the director of the Mississippi state cut sovereignty commission, to honorable Paul B Johnson, governor and Carol Garten, lieutenant governor. It is dated May 5, 1964, and is on Mississippi state sovereignty commission letterhead. The report is about A D Biettel, Tougaloo college.<br /><br />
<br /><br />
Our pipeline information from Tugaloo says the trustees gave as their reason for dismissal of Dr. Beittel that he was in efficient. This will certainly work to our advantage. Had Dr. Beittel been asked to resign because of racial agitation or collaboration with communist front organizations, he could have made a martyr out of himself. As it is, he can say nothing because the trustees would naturally answer any statement he made by stating he was discharge for inefficiency. And it efficiency rating is difficult for any professor to overcome in seeking new employment.<br /><br />
<br /><br />
We also have been informed that the bill we proposed in the legislature two separate authority of the Mississippi a credit in commission from the southern association is a weapon very much feared by Tugaloo authorities. If Mississippi accreditation is taken away they stand to lose considerable money which otherwise would be available from certain foundations. This bill, SB1794, it’s now all the Senate calendar, and we recommend that it be speedily past and signed into law.<br /><br />
<br /><br />
We also are informed that during the weekend, the SNCC office on Lynch Street in Jackson had on display a big picture of Kruschev with this caption “our man in Moscow.“ We have pass this information onto local press for a possible news picture if the photograph is still on display.<br /><br />

We have had no direct contact with the Tugaloo trustees since the announcement about Dr. Beittel <br /><br />
<br /><br />

Dear Mr. Faulkner:<br /><br />

There is no basis at all for the article in the Hattiesburg Merrick and of December 11 in titled, “principal denies weekly is read“. Neither Mr. Wallace nor Mr. Blair would permit the teaching of communism or socialistic doctrine in the school.<br /><br />
<br /><br />
The basis of a name citizen subjection seems to have been a biographical sketch of senator Wagner and some other socialistic communistic person whose name I do not recall. Such articles appear in all news weeklies at all news dailies, and very often in the Hattiesburg American. I think it is another case of Andy harm in having popped off without justification. I sometimes think Andy’s main object in life is to stir up strife in the community.<br /><br />
<br /><br />
The board of trustees would not permit on American doctrines to be taught in the schools. We do not, however attempt to review are any course of instruction, because we do not feel competent to do so.<br /><br />
<br /><br />
I am asking Mr. Blair to give you the date requested in your letter, and I am sure he will do so in the near future.<br /><br />

Students of Russian communism and its plans in operations have known for several years that the soviets planned a prominent part to be played by the Negro in its revolutionary conquest of the United States. But, it was only last week that some of these plans were disclosed, in the trial of some dozen communist leaders in this country, in detail<br /><br />
<br /><br />
A southern Georgia born Negro, William Nowell, now a federal government employee, testified in this trial, down and it’s fifth week in New York City, but as a member of the communist party, he was taught by party leaders, both in this country and in Russia, the technique to be employed with the revolution came in the United States. Further, he had other party agents were to propagandize The southern Negroes into believing that, with the victory of the revolution, the whole area of the south from Virginia to Mississippi was to be converted into a “Negro nation“. In other words, as a reward for their part in the communist revolution in this country, all Negroes in these United States would be given the opportunity of becoming communist and having that great section of the country down as the “deep south“ turned over to them. Under this plan “the bottom rail was to be placed on top“. The Negro was<br /><br />

Subject: communism and race agitators<br /><br />
<br /><br />
We worked several days with mayor W. O. Williford of Drew helping him acting like accumulate information to be aired at a police court hearing. Mayor Willifordwas accumulating reports from Los Angeles and senator Eastlands office as well as the sovereignty commission.<br /><br />
<br /><br />
Tuesday afternoon, over the phone, he advised he was ready and the case would be heard at 10 AM, Wednesday, July 22. We told him we would be responsible for getting press coverage. We called the commercial appeal and the Clarion ledger and told them of the impending hearing and asked that they send reporters. The news that came out of Drew, Thursday morning, perfectly timed with Senator Eastland‘s speech in Senate, dealt and effective blow against those racial agitators with communist backgrounds or associations.<br /><br />
<br /><br />
We would like to recommend again, even more particularly at this time, that Governor Johnson consider making the statement that the FBI should grow with the prestige and reputation of that office in exposing the names of all racial agitators know through FBI files to be associated directly or indirectly with communist organizations. Communism charges are now being heard in New York and Washington, as well as Mississippi. In a sense we would be putting the FBI on a serious spot. They cannot deny the existence of such files because of director who verse earlier statement that can communist have infiltrated the racial movement. If the FBI chooses to remain silent, it could be well consider that the Lyndon Johnson administration is muzzling FBI on purpose to avoid any further proof public proof that the racists Are being led by communist.<br /><br />
<br /><br />
We believe such a statement would be far more effective if issued by the governor; however, if the governor thinks otherwise, the sovereignty commission could issue a statement if he grants permission.<br /><br />
