I’ve read with interest you enclosure from Dr. Claude a Fike pertaining to an anti-communism Institute for teachers. This appears to be an excellent idea it would certainly be far more effective than occasional seminars in Jackson or speakers address small audiences, who already believe in what the speaker has to say.&#13;

In my recommendation to Governor Johnson for sovereignty commission program during his administration, I mentioned that we could operate affectively on $200,000 for the biennium instead of $250,000 under which we are now operating in the $225,000 recommended by the budget commission. This could be done only if the sovereignty commission can use its funds for its own administrative programs and support of such necessary projects as the anti-communism institute. Under my proposal, we can afford the $5000 per year to match the $2000 in outside support mentioned by Dr. Fike&#13;

Students of Russian communism and its plans in operations have known for several years that the soviets planned a prominent part to be played by the Negro in its revolutionary conquest of the United States. But, it was only last week that some of these plans were disclosed, in the trial of some dozen communist leaders in this country, in detail&#13;
&#13;
A southern Georgia born Negro, William Nowell, now a federal government employee, testified in this trial, down and it’s fifth week in New York City, but as a member of the communist party, he was taught by party leaders, both in this country and in Russia, the technique to be employed with the revolution came in the United States. Further, he had other party agents were to propagandize The southern Negroes into believing that, with the victory of the revolution, the whole area of the south from Virginia to Mississippi was to be converted into a “Negro nation“. In other words, as a reward for their part in the communist revolution in this country, all Negroes in these United States would be given the opportunity of becoming communist and having that great section of the country down as the “deep south“ turned over to them. Under this plan “the bottom rail was to be placed on top“. The Negro was&#13;

We worked several days with mayor W. O.  Williford of Drew helping him acting like accumulate information to be aired at a police court hearing. Mayor Willifordwas accumulating reports from Los Angeles and senator Eastlands office as well as the sovereignty commission.&#13;
&#13;
Tuesday afternoon, over the phone, he advised he was ready and the case would be heard at 10 AM, Wednesday, July 22. We told him we would be responsible for getting press coverage. We called the commercial appeal and the Clarion ledger and told them of the impending hearing and asked that they send reporters. The news that came out of Drew, Thursday morning, perfectly timed with Senator Eastland‘s speech in Senate, dealt and effective blow against those racial agitators with communist backgrounds or associations.&#13;
&#13;
We would like to recommend again, even more particularly at this time, that Governor Johnson consider making the statement that the FBI should grow with the prestige and reputation of that office in exposing the names of all racial agitators know through FBI files to be associated directly or indirectly with communist organizations. Communism charges are now being heard in New York and Washington, as well as Mississippi. In a sense we would be putting the FBI on a serious spot. They cannot deny the existence of such files because of director who verse earlier statement that can communist have infiltrated the racial movement. If the FBI chooses to remain silent, it could be well consider that the Lyndon Johnson administration is muzzling FBI on purpose to avoid any further proof public proof that the racists Are being led by communist.&#13;
&#13;
We believe such a statement would be far more effective if issued by the governor; however, if the governor thinks otherwise, the sovereignty commission could issue a statement if he grants permission.&#13;
